Fiji launches 2025 Financial Services Demand Side Survey report

The Reserve Bank of Fiji has launched the Fiji Financial Services Demand Side Survey 2025 Report, providing an updated national picture of how Fijians access, use and benefit from financial services.

The survey was conducted by Tebbutt Research with funding support from the Asian Development Bank. It interviewed 1,114 households nationwide and measures Fiji’s progress under the National Financial Inclusion Strategy 2022–2030.

Tracking Fiji’s financial inclusion journey

The 2025 report shows that formal financial inclusion in Fiji has reached its highest level on record, increasing to 87 percent, up from 81 percent in 2020 and 64 percent in 2014.

The results also show the rapid growth of digital financial services. Mobile money account ownership increased from 17 percent in 2020 to 67 percent in 2025, showing how digital channels are changing the way Fijians receive payments, transfer funds and use financial services.

The report also highlights areas where further work is needed. While access has improved, many households continue to face financial pressure, formal credit uptake remains low, insurance coverage is limited, and uptake of climate-related financial products remains modest.

Evidence for policy and programme design

Demand-side surveys are an important tool for understanding financial inclusion from the perspective of households and consumers.

The 2025 survey provides evidence on financial access, account ownership, mobile money, digital banking, savings, remittances, insurance, credit, MSMEs, financial wellbeing and climate-related financial products.

It also provides insights into the experiences of priority groups, including women, youth, persons with disabilities, self-employed people, MSMEs and rural communities.

This kind of evidence helps policy makers, regulators, financial service providers and development partners understand where progress has been made, where gaps remain, and where future support can be targeted.
